THE CONSTABLE

Constable Terry Allbritton

Harris County Precinct 5 Constable Terry Allbritton has dedicated his life to the service and safety of others. Born and raised in Houston, he was called to serve and, with a keen sense of duty, has committed his life to a greater cause than himself.

His first step towards becoming the 23rd Constable of Precinct 5 - the second largest constable’s office in the United States in 2024 - was taken in the service of his country.

MILITARY SERVICE

Terry began his lifetime of service in the United States Air Force, where he served with distinction from 1988 to 1992.  He was deployed to Saudi Arabia as a logistics officer during Desert Shield and Desert Storm. In the lead-up to the conflict, and when hostilities started, Terry’s organizational and leadership skills were put to the test.

His laser-like focus on excellence and unwavering commitment to the mission made him an invaluable asset to the Air Force during the war.  He worked tirelessly to maintain the timely and efficient movement of personnel, equipment, and supplies throughout the theater of operations and contributed significantly to the overall success of the military campaign.

Beyond his service in Desert Shield and Desert Storm, Terry continued to exemplify the core values of the Air Force throughout his military service.  His leadership, attention to detail, and ability to navigate complex logistical challenges left a lasting impression on his commanders and those he served alongside.

LAW ENFORCEMENT SERVICE

After being honorably discharged from the Air Force, Terry traded one uniform for another.  With the same sense of duty and commitment, he joined Precinct 5 Constable’s Office in 1993.

Terry began his law enforcement career as a patrol deputy. He quickly gained a reputation for his commitment and professionalism.  Over the years, he served in numerous divisions. They included Patrol, Special Operations, Toll Road, and Parks.  He quickly rose through the ranks and acquired valuable experience in a variety of roles, including in fields of investigations, community policing, and leadership.  Terry was promoted to the rank of Assistant Chief Deputy in June 2016.

While serving on the Toll Road, the skills Terry developed as an Air Force logistics officer once again were applied as he dealt with a myriad of numerous roadway and highway construction projects and balanced the need for the projects with traffic safety and smooth toll road operations. His input greatly assisted in infrastructure improvements that touched the lives of millions of Houstonians and Harris County residents.

 

Throughout Terry’s career, both in the Air Force and Precinct 5, his proficiency and keen level of professionalism was an example to his peers and inspired the confidence of those in command. That led former Precinct 5 Constable Ted Heap to appoint Terry as Chief Financial Officer for the department.

Maintaining the budget for the second largest constable’s agency in the country – a department with more than 500 employees and more than $250 million in assets – was no simple task. But once again, Terry tackled the job with a mix of professionalism, enthusiasm, and proficiency that quickly revealed he was the right man for the mission.

Despite his position as a Chief Deputy, one of the senior command staff members, Terry remained one of the team.  It was not uncommon for him to roll up his sleeves and help with tasks that could easily be assigned to others.

This style of leadership, along with numerous other skills and characteristics, has stayed with Terry and was still present when he was elected Precinct 5 Constable in 2024 and took office in 2025. Constable Allbritton will continue his tradition of pushing for excellence in the years ahead.

COMMUNITY SERVICE

Beyond law enforcement, Terry is deeply invested in the community. Recognizing the connection of public safety and community well-being, he actively participates in local initiatives aimed at developing community partnerships, improving education, enhancing public safety and strengthening social services within Precinct 5.

Fostering positive relationships between law enforcement and the diverse communities within Precinct 5 is a commitment the Constable works to meet every day. Understanding the power of community-oriented policing, he passionately supports initiatives that build trust and collaboration between law enforcement officers and those they serve.

Constable Allbritton is not only a lifelong public servant. He’s a husband and a father.  Raising his own family in Precinct 5 has left him with a profound understanding of the unique opportunities and challenges we all face now and, in the years ahead.
